I need to have a cluster which contains zero nodes, yet has a "bb"
parameter corresponding to a size specified in the input. As it is,
Graphviz returns a "bb" parameter in that case but it's empty.

Maybe something like the size attribute for a graph, but for a subgraph.
Or some other trick to get it to output a "bb" parameter that I specify.
Can't postprocess the output because the empty cluster, since it has a
size, needs to be taken into account during layout.

I can't use a node of type point or style=invis inside the cluster, for
reasons that would take too long to explain. I'll also spare you the long
explanation of the purpose of having an empty cluster, unless you're really
interested.
