You just need to have a version of Graphviz 2.30 or later. When I run 
dot -Gnewrank on your file, I get the attached output which satisfies
both the cluster containment and rank=same.

The feature was announced on this list when 2.30 was released. I didn't 
add it to the documentation because I wasn't thrilled with the
attribute name and there was also the question of whether we should 
eventually make it the default. Unfortunately, our world was
starting to collapse about this time, so such niceties got lost.
