Yes. But who? 
In theory, ITU or the MPEG consortium or whoever is responsible for
H.264 at the moment should create a "good" and "readable" and
"usable" reference implementation. I don't have the impression they will
create one. 

I doubt that any other company would pay anyone to do this. At least not
publically. 

If we talk about non-profit work, I could only think of an individual who
_really_ believes in this and takes the time and does it himself. Maybe he
call _sell_ it to ITU/whoever afterwards. :-) Who knows... 

I can't really see this as a "community driven" Open Source project. 
I doesn't sound like it would work. But of course it would be great if
someone proved me wrong!
