I think the "#define DEBUG" issue is extremely minor. Our 
first concern should be making it work. If we come up 
with a good design bearing in mind that it will be 
optimized in future, it wont me much of a problem 
to take care of such things. And that means we need
a modular design so that a change in a module wont require
heavy modification of other modules.

For now, we should focus on more fundamental issues such as 
designing the architecture and choosing core people responsible 
for the coordination.

For the design of interface and inner workings perhaps, we can 
follow the XviD example. They have some documents for the 
application interface and we can always look at the source 
code for the codec design.
