Luma Sample Interpolation Process

Hello, I have a question about Luma Sample Interpolation Process. The Section 8.4.2.2.1 of the "Standard" explains that process, but it doesn´t explain how to obtain all samples. How do I have to obtain the samples at the edges of the image? Should I repeat the border samples of the image to obtain the interpolated samples? Where can I find in the Standard the explanation of this question? Thanks. Ángel
