Create fainted image for background

Hi,

How can I create fainted images for web background? 

For example, this is what I created with gimp,
http://imagebin.ca/img/E3hw-29F.png
from a full-coloured image file, for use as background so that the 
colourful image will not get in the way of letters that I write on them.

I'm wondering if I do the same on the command line.
