For fast processing, get a quad-core processor with plenty of memory.  Recent
releases of ImageMagick run in parallel across each of the cores.  Recently
we started converting algorithms to run on your GPU video card.

For ImageMagick development we put together a system purchased from Newegg.
Most prices are wholesale so we put together a machine with 4GB of memory,
a quad-core processor, and a 300GB 15K Sata drive for $1000.
