BUG: German umlauts

Hi,

I have a Windows script that doesn't run correctly anymore in current versions of IM. 

The code

convert label:äüö label.jpg

worked correctly in IM 6.5.1-6 (2009-04-22) Q16 under Windows. (And still does after I re-installed that version.) In recent versions of IM Q16, this doesn't function anymore; the output stops before the first umlaut.

This effect does not depend on the codepage (as I assumed in earlier posts). Program behaviour is the same with

CHCP 1252 (ANSI)
and
CHCP 850 (Western Europe)

What has been changed since April last year? (And where do I officially report bugs?)
