Yes, it does work, even on Windows, when you pass UTF-8 stuff via a file. However, since labels often want to come from the command line, ImageMagick should honor the code page of the command line when interpreting parameter values from the command line. Standardizing on UTF-8 is fine, internally, but doesn't work for other interfaces. Declaring that all file data must be in UTF-8 is also fine. Interpreting the command line as UTF-8 when it isn't is simply incorrect, and requires more complexity in creating those command lines. I've just added about 20 lines of code to a Python script which drives ImageMagick, to work-around the fact accented characters don't work on the ImageMagick command line.
