Conversion to 262144 colors for a mobile phone

How do I optimize photos for a mobile phone with 262144 colors? I think
I will use -quality 75, but how do I reduce the colors? I am not sure
if the mobile phone uses MCGA (Multicolor Graphics Array)? The
resolution of the phone is 240x400.
