Kino can import non-DV files. It sometimes has trouble with these
videos from digital cameras. Just try it: File > Open. If it fails,
install mplayer if it is not installed and try again.

Well, kinda. Again, it will be an import and Kino tries to write it to
the same directory where the source file resides. That means you have
to copy it first from read-only media like DVD-R to the hard driver.
Then, you need to educate them about which .VOB file to open. If you
are creating the DVD Video, that should not be much of a problem.
