If there is no running timecode in the DV stream or the stream
indicates it is not playing at 1X forward, Kino will not save it.
Timecode is valid if it not all zeroes. But I do not know why it would
capture just one frame.

Build the libiec61883 tarball and run examples/test-dv to give you a
very simple DV capture utility with minimal validation rules. Then,
load the DV file into Kino to check the timecode in the Properties
panel.
