Applying FX on-the-fly when transcoding

Is it possible to apply effects before transcoding a DV file into MPEG,
without being forced to produce an intermediate DV file beforehand?

I need to correct the white balance of a whole 60 minutes-long footage
and make a DVD compatible stream as directly as possible.

PS: if this can't be accomplished this way with kino, is it possible
with kdenlive?
