In other words, you need a libraw1394 based program to do anything with 
/dev/raw1394.

It's a utility which is provided in the libiec61883 source distribution 
and installed by some, but not all, libiec61883 binary packages.

-> dv <- 1394, not raw1394.
Depending on your distro, it may be /dev/dev1394/* or /dev/dv1394-*.
It only exists of the old dv1394 driver is loaded.
