Could be, but from the looks of your footage it looks like the first frame has an incorrect size resulting in subsequent frames having part of one frame and part of another. In raw DV, each frame is 120000 (NTSC) or 144000 (PAL) bytes and most tools and libs just seek to a multiple of that number to get to frame X. I believe it is nearly impossible for dvgrab to write an incomplete frame. Or, perhaps the problem is that the lib in question thinks it is PAL when it is really NTSC or visa-versa due to some corruption in the beginning.
