behaviour of colour wheels

Hi, a question to anyone who has worked with colour wheels for colour correction/grading: If you have a perfectly white picture (or an area therefore, to be more realistic) and you shift the balance towards whichever colour using the colour wheel, is white itself affected? If not, why not? The colour balance tool of Photoshop (Image>Adjust>Color Balance...) does not affect white, but I suspect this is not the same kind of correction colour wheels do, but I don't have access to a tool to try it out.
