Encoding with perl

Does anyone do this?  Is there a perl module available?  If not, is 
mencoder the way to go?  My need is to take a series of frames and 
encode to multiple resolutions ideally with various codecs.  Any 
pointers, web pages, or scripts would be appreciated.
