Like Alan said, Linux typically is a lot more technical, but very powerful in the hands of experienced TDs, artists, etc. Blender has many of the abilities that you would need to produce a show (modeling, animation, rendering, non-linear editing, compositing). There are however, packages out there that do a better job at specializing in some of these tasks. (ie. mac/final cut). I'm a Maya user for the most part, but I'm doing what I can to transfer my entire production pipeline to Blender. If I can give you any more information, just ask. At a minimum I'd suggest you use linux for your servers and workstations. The main challenge you'll have using OS software for the actual artistic work will be getting good artists who are familiar with open source packages such as blender. However if you can get someone in who can trainyour artists and a good pipeline TD prepared to learn the packages and get it all integrated then I've got no doubt you can successfully run a full scale children's television production on FLOSS software.
