How to make MCF compatibility mandatory

I was just going to download the Macromedia Flash SDK and read the license. They have this interresting clause : " You agree that your Product must output SWF files that can be opened without Errors in the latest version of the Macromedia Flash authoring software listed at http://www.macromedia.com/software/flash/." We could have something like this in the MCF spec/documentation that by getting it, you agree that your files must meet the "MUST" requirements... Licenses for documentation exist.
