I've tried it again with

export LC_ALL=C
export PKG_CONFIG_PATH=/opt/mesa/lib/pkgconfig/
./configure \
	--enable-gallium-radeon \
	--enable-gallium-swrast \
	--prefix=/opt/mesa
make


And now it stops with

make[3]: Entering directory
`/home/sebastian/source/Mesa-7.9-rc2/src/gallium/targets/xorg-radeon'
Makefile:24: ../Makefile.xorg: No such file or directory
make[3]: *** No rule to make target `../Makefile.xorg'.  Stop.
make[3]: Leaving directory
`/home/sebastian/source/Mesa-7.9-rc2/src/gallium/targets/xorg-radeon'


No idea if this is a configuration problem my side though.
