[ANNOUNCE] mesa 17.1.0-rc4

The fourth release candidate for Mesa 17.1.0 is now available.

Barring any serious bugs reported, the final Mesa 17.1.0 will be out in
approximately 24h.

The build/link issue reported Grazvydas is expected to be fixed for the
final release
