Mesa 18.3.0 release plan

Hi all,

Here is the tentative release plan for 18.3.0.

As many of you are well aware, it's time to the next branch point.
Although we were a bit slow on updating the calendar, it the dates
have been around for weeks.

 Oct 31 2018 - Feature freeze/Release candidate 1
 Nov 07 2018 - Release candidate 2
 Nov 14 2018 - Release candidate 3
 Nov 21 2018 - Release candidate 4/final release

This gives us a day until the branch point.

Note: In the spirit of keeping things clearer and more transparent, we
will be keeping track of any features planned for the release in
Bugzilla [1].

Do add a separate "Depends on" for each work you have planned.
Alternatively you can reply to this email and I'll add them for you.
