You are correct.  The VS project files have not been updated to keep pace
with Mesa since 7.8.2.  They should probably not be included in future
releases unless someone updates them.  You can stay with 7.8.2, fix the
project files for 7.9 and 7.10, or look at the Windows Gallium driver that
is built with Scons.
