Looking into it farther, I can see that my chip is marked as intel gen 4
and the things that don't work depend on intel gen 6 or better.  So it's
a deliberate choice not to support it.  I wish mesa would back down to
software support for those things and let me use 3.1 even if some things
can't be supported in hardware.  Is there ever any of the intel hardware
guys on this list?  Does anyone know if any of them are supported in
hardware for the GM965?
