Many thanks to those who responded.

I had in fact installed (much to my disgust) autoconf
and automake previous to sending my original mail,
and this made no difference.

I have subverted the stupidity by editing the Makefile
after configure---I have renamed the target which
makes Makefile depend on config.status and introduced
a null-op:

Makefile : ; :

The make now goes ahead (modulo compiler problems).

Of course I have to remember this each time I run
configure.
