How to configure EGL + llvmpipe?

I'm trying to configure a bare bones Mesa that only contains EGL and
llvmpipe.  I've been using gallium-osmesa with gallium-drivers=swrast only
to do software based offscreen rendering with llvmpipe and no X server
dependencies and I'd like to replace that with EGL instead.  I've tried a
multitude of ./configure options to create this but none of them seem to
work to give me the right configuration.  Which options should  I need to
pass in order to configure and build this minimal configuration (on Linux)?
