For an Intel GPU, your best bet is to use the non-gallium driver.  The gallium ilo driver hasn't been touched in a long time and I have no idea what state it's in.

I would think that something basic like this would work:

./autogen.sh --with-dri-drivers=i965

But I don't have an Intel/Linux system to test on.  And I have no experience with GBM.  You'd probably get better answers on the mesa-devel list.
