[AMD RAVEN] HEVC Hardware Encoder on AMD Raven Platform

Hi, I was testing the HEVC hardware video encoder on AMD Raven platform using the GStreamer Vaapi plugin on Linux. The encoder was able to encode the YUV data perfectly but there are certain observations wrt the configuration of the encoder. Currently the *Rate Control* is disabled for the encoder as can be seen by the parameters initialized in the GStreamer Vaapi plugin and VA state-tracker of mesa. When I change the *Rate Control *to either *constant* or *variable*, the encoder fails to give the correct output. Though it is able to encode the file completely, the output is scrambled. I would like to know whether *Rate Control* is supported with all the modes or limited modes in AMD's HEVC hardware video encoder.
