Starting Mesa3d

To Whom it may Concern:

I was wondering if there are any resources on developing using Mesa3d. I
would like to know where I can put my source code so it can be compiled
into an executable. I already have mesa-23.3.2 installed on the windows
linux subsystem. Thanks in advance.
