	I've seen this at least twice now - once to me, again on the other
	mailing list and now here .

	Any particular reason for repeating the postings?  It isn't going to
	solve the problem  more quickly... ;)

	As has been mentioned before:  there is a RATE CONTROL BUG in mpeg2enc.
	The problem is made WORSE by using low values of -q.  

	Workaround is to use -q 3 or 4.
