What encoding do you use ?
I use that command:
lav2yuv $i | mpeg2enc -f 1 -4 1 -2 1 -N 1.5 -M 2 -o video.m1v

I still encode to VCD, but don't use it afterwards.
I have checked several videos but never seen such extreme artifacts.
