mpeg2enc bitrate rounded to nearest 400kb/s?!

After producing two videos that were way under my expected size, I found that mpeg2enc is rounding my bitrate down to the nearest even multiple of 400kb/s! Why is it doing that? There was no source-code comment to explain why, and the CVS comment said "Permit fractional Kbits for bitrate specifier", which seems like the opposite of what was accomplished. (This would have been REALLY nasty on a lower-bitrate VideoCD. :-) For now, I have that change diked out locally.
