mpeg2enc patches from October 3 2010 cause buffer overrun

Hello,

this is just to notify you that the patches for mpeg2enc that went into
CVS on October 3 cause frequent buffer overruns for low-bitrate
low-buffer-size MPEG-1 streams (such as VCD).

The old heuristic seems to have worked better.
