Yes, there was a nasty bug where excessive feedback gain was causing a
'negative' number of bits to allocated which due to a mathematical quite
caused floor quantisation to be selected.

This should be fixed now.  I will be completing basic two-pass support
this W/E.

For the next few weeks mpeg2enc's state should be considered "under
active development".   I.e. please do test it out but use an older rev.
for production work!
