The Midwest ISO Facing Some Bumps on the Road 
The establishment of regional transmission organizations (RTO) in the US
remains a work in progress. The FERC has been pushing public utilities
with transmission operations to join RTOs directly through Order 2000
and indirectly through the approval of mergers, financial incentives,
and standard market design proposals. Despite the use of these carrots
and sticks to obtain utility compliance, the FERC has only approved two
RTOs, the Midwest Independent Transmission System Operator
