Wel, the answer would likely involve *adding* centralized services for 
controlling these things all together, as they don't exist yet in kdelibs.  
I'd then make sure that several apps use them, the KDE ogle UI being just 
one of them.

For now, though, I just keep kcmenergy in kicker. :-)
