OK, an update:  I'm working on it right now.

If all goes well, apps will be able to disable the KDE 3.2 screensaver and 
energy saving temporarily by running

dcop kdesktop KScreensaverIface pause

then return to normal with

dcop kdesktop KScreensaverIface resume
