There could be many reasons for visual skips if it just happens
sometimes. You could have some high priority program starting/running
or some other program that happens to run some cpu/disk intensive job.
Make sure that DMA is on for the dvd and also that 
unmaskirq is on for your drives.
Some programs like netscape and acroread are known to cause problems even
when they seemingly are doing nothing.
It could also be some cronjob that is starting up.
You could also try to raise the priority of the ogle_vout process.

How occasional are the skips? several per minute or a few per hour or?
