This should be set to 1.
To set it you can use the program xvattr (gxvattr)

If you are using the latest cvs version this shouldn't be needed and could
be some other problem.

If you are running dualhead it is possible that xv only works on one of the 
screens so you need to start ogle on that one.

If this doesn't help I need to get some more info.
