IlmImf lib not built (VS2017/cmake)

Building latest on VS2017. Everything seems to build except IlmImf lib. 
There's no error message in the build output, except that it objects 
that the IlmImf lib doesn't exist:

33>LINK : fatal error LNK1104: cannot open file 
'..\IlmImf\Debug\IlmImf-2_2.lib'

It's true that's not built, however I can't see why not. I'm using 
github DownloadProject to automatically download the OpenEXR sources, 
which seems to work fine. My CMake file below. Ideas?
