Build problems (0.44)

I'm new to PicoGUI and trying to build 0.44 on Redhat 8.0. Following an
earlier tip on this list, I installed version 1.4-p4 of automake.
Libtool is also installed (version 1.4.2).

When I do ./autogen.sh in the pgserver directory, I get

autogen.sh: using private SDL m4 file
autogen.sh:running: aclocal -I macros -I macros/extra
aclocal: configure.in: 162: macro `AM_PROG_LIBTOOL' not found in library
autogen.sh:error: while running aclocal -I macros -I macros/extra
