Give to configure the path to the pgserver, not the include directory.

If you have an arboresence like :

/home/eric/picogui/pgserver
/home/eric/picogui/cli_c

Then in cli_c do :

$ ./configure --with-pgserver=../pgserver

If this doesn't work, try some simlinks.
Have a look in the configure.in script, you will see that your error
appear when it cannot link with <picogui/network.h>
