Repacking a QuickTime file?

What would be the correct command line syntax to take one kind of a QuickTime
file and repack the streams into another type? In the following, make04.mov
works fine on a TViX media player, whereas maketelevison01.mp4 does not.
As they use the same codecs it would seem likely that it's just a matter of
correcting the packing "container" file.
