Initial Comment:
When used with French configuration (SECAM and predefined frequencies), tvtime shows nothing.
tvtime-scanner finds channels but tvtime shows nothing.

Utilise tvtime 1.0.2.

What does "no picture" mean, can you switch through the channels in tvtime?
Try setting "Input Horizontal Resolution" a bit lower or set
"CheckForSignal" to "0".

After further researches:

It seems tvtime and all other tv programs (xawtv...) does not work with
linux kernel 2.6.30 on Debian testing.
tvtime and other tv programs work well with linux kernel 2.6.26.

So, I think the BUG more belongs to the kernel development community ?
