It is not true that "Historical upstream for tvtime hasn't seen any activity
for years".  For example, this change was added in upstream cvs in September
2011.

But thank you for letting me know that there are apparently multiple ongoing
separate efforts to continue tvtime upstream development.  One adding to your
list : The package maintainer in Ubuntu is in fact doing upstream development
by adding patches.
