Bug#698653: tvtime: Switch to dpkg-source 3.0 (quilt) format

When generating source package, I get notification that upstream source files were modified, yet a patch system is used.
It looks like some time in the past some patches got applied. E.g. $ bzr diff -rtag:1.0.2-10

Fixed this with switch to dpkg-source 3.0 (quilt) format.
