Currently, the only container features that are working in other containers,
and not in Matroska are:

Streaming
Tag creation
Chapters

Streaming isn't critical because its not the main purpose of Matroska.  Tag
creation isn't critical because basic naming can occur outside of the tag
system.  Chapters, however, are often mentioned as the only reason that a
given person is not using Matroska.  So, I think that Chapters should become
a priority, and a basis of a PR release.  We need a big jump forward to
catch everyone's attention, and I really think it should be Chapters.
