The changes I see listed for 2.6.31 are:
11864 Complete support for Sliced and Raw VBI for 625 line systems
11950 Split LeadTek PVR2100 and DVR3100H into 2 separate card entries
11951 Add DVB-T support for the Leadtek WinFast DVR3100H
12182 Add DVB-T support for Yuan MPC-718 cards with an MT352 or...

This changelog appears to start with your #4, so I'm guessing that the
older stuff is already committed.
