[RELEASE] libdvbpsi 0.1.7

Dear libdvbpsi users and packagers,

The last libdvbpsi release was done 3 years ago and proved to be a
stable release used by many application among which VLC.
In the last years a few bugfixes and new features were added to
libdvbpsi hence a new release. The libdvbpsi developers brings to you
version 0.1.7.

Libdvbpsi features:

   * Program Association Table (PAT), decoder and generator.
   * Program Map Table (PMT), decoder and generator.
   * All MPEG 2 descriptors, decoders and generators.

New in 0.1.7

  * new VBI data descriptor support (0x45)
  * NIT support
  * TOT/TDT support
  * new DVB Satellite Delivery systems descriptor support (0x43)
  * new DVB Local time offset descriptor support (0x58)
  * new Terrestrial Delivery systems descriptor support (0x5a)
