PSI reassembly / version numbers

Hi, for a little toy project of mine i am fiddling with PAT/PMT/EIT etc. Basically i am reinventing the wheel again but i dont care that much, its also educational. Currently i am writing a little PSI reassembly and i am curious about the "version" field in the PSI header. From reading ISO 13818-1 Annex C C.2 it is not clear to me whether the "version" of ALL sections in a table get incremented if something changes or only the version of the section which changed. E.g. can i have a PSI table with section 0-2 which have different version numbers ? Coming from the mindset of conserving space/bandwidth wherever possible i guess all sections are versioned independently?
